Review my existing routines and find wasted executions.

1. List every routine, schedule and trigger.
2. Calculate how often each run finds no changes.
3. Flag routines with a NO_CHANGE rate above 95%.
4. Recommend slower schedules or event triggers where appropriate.
5. Estimate the monthly cost before and after.
6. Keep risky actions behind human approval.

Return an audit report with evidence and proposed changes. Do not modify anything until I approve.
